PAST PROJECT
In 2024, OPIP led a Learning Collaborative for primary care-based Integrated Behavioral Health to support their ability to provide issue-focused interventions to young children (aged birth to five). This work was funded by Health Share of Oregon, in collaboration with Health Share of Oregon’s health plan partners. This Learning Collaborative was meant to support trainings on services that are aligned with the System-Level Social Emotional Health Metric, the Child-Level Metric in the Coordinated Care Organization Incentive Metric set, and the Oregon Transforming Pediatrics for Early Childhood (TPEC) efforts focused on enhancing issue-focused interventions.
The Learning Collaborative consisted of three components: 1) eight topic-focused webinars, 2) nine case consultation calls with Dr. Riley and 3) one In-person Learning Session. The Learning Collaborative was open to primary care staff that see children who are insured by Health Share of Oregon. The Learning Collaborative was held from April-December 2024 and aimed to provide training and case consultation supports to Integrated Behavioral Health (IBH) staff to enhance their skills for conducting assessments and providing brief interventions for children aged birth to five. The curriculum incorporated content on frequently encountered and important topics in caring for young children that were raised by participants in the first phase of the Learning Collaborative (in 2023).

Three Components of the 2024 IBH Learning Collaborative:
1) Monthly 1-hour webinars delivering focused tools and strategies and ending with time for consultation. Topics covered included:
- April 16th, 2024, 12-1pm, Disruptive Behavior 1 – Positive Parenting Strategies
- May 21st, 2024, 12-1pm, Disruptive Behavior 2 – Effective Discipline
- June 18th, 2024, 12-1pm, Early Childhood Anxiety
- July 16th, 2024, 12-1pm, Enhancing Communication & Coordination with Medical Teams with Dr. Cody Hostutler
- August 20th, 2024, 12-1pm, Early Childhood Sleep with Dr. Ariel Williamson
- September 17th, 2024, 12-1pm, Culturally-Informed Motivational Interviewing with Dr. Rachel Herbst
- November 19th, 2024, 12-1pm, Toilet Training and Elimination Problems
- December 17th, 2024, 12-1pm, Incorporating Trauma-Informed Principles into IBH with Dr. Kim Burkhart
2) OPTIONAL Monthly 30-minute virtual office hours with Dr. Andrew Riley, where participants sought guidance on applying training to their patient cases.
3) An In-person Learning Session on October 15th from 8-12. CME credits were provided.

2023 Learning Collaborative for Integrated Behavioral Health in Primary Care:
Health Share of Oregon, in collaboration with their health plan partners, supported OPIP in 2023 to lead a 2023 Learning Collaborative for Integrated Behavioral Health in Primary Care: Strategies and Tools to Provide Assessments and Brief Interventions for Young Children Addressing Social Emotional Health.
This effort included an in-person Learning Session attended by over 50 participants and 3 subsequent webinar calls. The agendas and content of these sessions are described below. The first phase of the IBH Learning Collaborative aimed to provide feasible tools and strategies that can support IBH clinicians to provide assessments and brief interventions to young children ages birth to five – these services are aligned with the System-Level Social-Emotional Health for Young Children CCO Incentive Metric.

October 17th, 2023 – Learning Session: Overview of Social-Emotional Development and the Role of Integrated Behavioral Health in Enhancing Services for Young Children in Primary Care
- Intervention strategies for impacting early childhood Social-Emotional delays
- Guidance on billing from a clinical perspective
- Referring externally and engaging families
November 16th, 2023 – IBH Learning Collaborative: Webinar Call 1 (Follow-up Questions for Dr. Riley and Trauma Informed Care by Hayes Bakken, MD)
- Understanding the impact of childhood toxic stress
- Review of the foundational principles behind TIC for young children
- Discuss ways to identify young children needing support
- Discuss steps of: assessment, brief interventions, and referrals
- Discuss the importance of self-care
December 6th, 2023 – IBH Learning Collaborative: Webinar Call 2 (Connecting Families to External Specialty Behavioral Health & Engaging Families)
- Strategies to identify best match services and utilize resources provided
